Less than an hour before the fatal attack, a Ring camera recorded a figure in a baggy black and red clown costume outside a residence three blocks from where the victim would later be found. Lee Palmer, whose mother’s security system captured the footage, recalled the unsettling moment. He told local media that he immediately feared for his family’s safety. “I’m thinking he’s going to kill everybody in the house the way he came,” Palmer said. He expressed relief that his elderly mother, who lives alone, had not answered the door when the suspect was nearby.

A Community Member Lost

East St. Louis police responded to reports of a body lying in the roadway around 10 p.m. Monday in a residential neighborhood east of Interstate 255. St. Clair County Coroner Calvin Dye Sr. identified the victim as 78-year-old John Wesley Allen Sr. The coroner confirmed that Allen had sustained multiple stab wounds.

Allen was more than just a victim of a random act of violence. A retired bus driver with over 35 years of experience behind the wheel, he was also a Navy veteran and a devoted member of his church. His family described him as someone who spent his life serving others and was lovingly called “baby boy” because he was the youngest of six siblings.

“He’s the best brother that someone took away,” his sister, Marie Stanford, told KSDK through tears. “I’m going to miss him.”

On the day of the attack, Allen had visited a VA hospital for a routine checkup before planning to meet his sister near the bus stop where the tragedy occurred. He was identified by the hospital bracelet still on his wrist when his body was found.

Neighbors Recall a Terrifying Evening

Residents in the area described an alarming scene that night. Someone was moving between homes, peering through windows while carrying what appeared to be a large knife. The suspect’s movements suggested a deliberate search through the neighborhood.

State police and Allen’s family characterized the stabbing as a “random attack.” The teen suspect was wearing the clown costume at the time of the fatal encounter. Police are currently reviewing purported footage of the person in the clown outfit and gathering additional surveillance video to build their case.

As Allen’s loved ones make funeral arrangements, they are grappling with questions about why this senseless violence occurred. Tenia Stanford, Allen’s niece, emphasized how rare such incidents are for her uncle.

“My uncle has been driving buses over 35 years, and this is the first time ever something happened to him,” Tenia Stanford said.

“I’m just wondering why this person did this. He didn’t know my brother,” Marie Stanford said. “Now we have to sit here and go through this pain and suffering because of some random act?”

Tenia Stanford described her uncle as an “amazing man” who was always available to talk or listen. “He was an uncle that you could talk to, you could call,” she said.

The incident has resonated throughout the community, highlighting both the vulnerability of elderly residents and the increasing role of home security cameras in documenting neighborhood events.
