Notably, neither Homeland Security Secretary Markwayne Mullin nor Tom Homan informed Trump about the traffic stop suspension before implementing it. When the president later viewed news coverage suggesting a weakening of immigration enforcement, he became visibly furious. By early Wednesday morning, Trump had issued orders to reverse the policy entirely.
Expressing his frustration through social media, Trump posted on Truth Social:
“The Radical Left Dumocrats would like to see this done, but it won’t happen on my watch.”

MAGA Base Demands Action
Several prominent figures within the MAGA movement quickly criticized the suspension decision. Speaking on Bannon’s “War Room” program on Wednesday morning, Davis directed his criticism toward Mullin specifically.
“You work for President Trump, you don’t work for Senate Democrats, you don’t work for Susan Collins,” Davis stated regarding Mullin’s handling of the situation. “This guy needs to stop being a wimp, he needs to stop being weak, he needs to stop being stupid. If he’s not up to doing the job, get the hell out of the job and we’ll put someone there who can.”
The guidance was officially reversed by Wednesday, according to a White House source, representing yet another instance of rapid policy shifts that ICE agents must navigate while attempting to increase arrest numbers.
Context of the Shootings and New Measures
The traffic stop suspension followed the fatal shootings of Lorenzo Salgado Araujo in Houston and Joan Sebastian Durán Guerrero in Biddeford, Maine. Both victims died during federal immigration enforcement operations, though sources indicated that neither individual was the primary target of those respective operations. The incidents sparked renewed calls for independent investigations into ICE procedures.
Mullin demonstrated alignment with Trump’s position on Wednesday by sharing an image of the president’s Truth Social post on X. He stated:
“Our #1 goal is to keep our officers safe and get criminals OFF our streets. Illegal aliens will be arrested and deported wherever they are. If you are here illegally, LEAVE NOW.”
The guidance specifically affected agents within Enforcement and Removal Operations, the ICE division responsible for arresting and deporting undocumented immigrants. While initiating new stops was paused, agents were instructed to continue working with partner agencies when executing criminal warrants on individuals inside vehicles.
