Leading AI Developers Explore a Shared Standards Framework

The episode intensified concerns that laboratory tests may not always capture the risks posed by autonomous systems with access to tools, software or sensitive information.
Testing is not simply a technical issue. The methods used to assess an AI model can influence whether it is released, what safeguards are included, and how much access users receive. Shared standards could make it easier to compare companies’ safety claims, although reaching agreement on the proper thresholds may prove difficult.
The talks began before a former Anthropic researcher resigned in the past week, arguing that major AI companies were not “behaving responsibly.” They also preceded Anthropic Chief Executive Dario Amodei’s suggestion that outside watchdogs should be embedded within AI companies.
Competition Could Complicate Agreement
While major developers have signaled interest in stronger safeguards, they remain fierce commercial rivals. Their business models, technical approaches and views on regulation do not always align.
Meta Chief Executive Mark Zuckerberg opposed the proposal in a phone conversation with President Donald Trump this summer. His position illustrates the resistance that a new oversight structure could face from within the technology sector.
House Speaker Mike Johnson said Sunday that the companies have not yet reached common ground on safeguards or standards. He argued that AI leaders and government officials should work together without delay.
“There’s no consensus among them. And Congress is obviously less qualified than the people who are pushing this frontier to know all the ins and outs of it,” Johnson said.
“So this has to be a partnership with the industry itself, with the corporations that are doing this and with the policy and lawmakers.”
Johnson’s comments capture a central tension in the debate: lawmakers may need technical input from the companies building frontier systems, but allowing those companies too much control could weaken public confidence in the process. Hassabis’ call for independent experts and open-source representation seeks to address that concern.
Government Review Remains Unclear
The White House already has a voluntary process through which AI companies can submit their newest models for government review up to 30 days before public release. However, the criteria for determining which models are eligible and the details of the review process have not been made public.
Late last month, a White House official said the administration “continues to work with industry stakeholders on the implementation of the framework.” The lack of public detail has left open important questions about how consistently models are reviewed and what happens when potential risks are identified.
OpenAI’s chief scientist, Jakub Pachocki, has said the industry needs to act collectively on safety and international coordination.
“I believe that shared safety standards and international coordination on further AI development need to be priorities now,” Pachocki told reporters earlier this month.
Asked about progress toward an industry-wide body, he said OpenAI had been speaking with outside organizations about specific standards that could be adopted and expected to share more in the coming months.
Whether those conversations produce a formal institution remains uncertain. Still, the push reflects a growing recognition that voluntary promises from individual companies may not be enough as AI models become more autonomous, more widely available and more deeply integrated into everyday systems. The outcome could shape how the United States balances rapid innovation with the need for credible, independent oversight.
